Key Takeaways :

  • Horizon extended: DDA’s plan now targets 2047 instead of 2041, pending MoHUA’s final approval.
  • 70 villages opened to regulated commercial/institutional development.
  • Yamuna floodplain split into O-1 (no construction) and O-2 (regulated recreational use).
  • Old DDA housing can be redeveloped, and building approvals get simpler.

Master Plan of Delhi 2047 (MPD 2047), which has been recently approved by the Delhi Development Authority on 12th August 2026 in the chairmanship of Lieutenant Governor Taranjit Singh Sandhu, is significant in itself as it is the planning document that will govern the development process of Delhi during the next two decades.

Why 2047, Not 2041?

MPD 2041 was already in the works before DDA decided to revise its timeline up till 2047. This vision is in sync with the Viksit Bharat 2047 vision of the central government. It is a comprehensive approach towards housing, transport, sustainability, heritage, and governance.

Key Highlights

  • Commercial Development in 70 villages: With a new GDA policy, 70 villages (47 with construction restrictions and 23 under the LDRA policy) can undergo controlled development of schools, hospitals, commercial centers, and sports facilities. It must be noted that it is not a free-for-all development policy.

  • FAR revision policy to encourage development.
Yamuna Floodplains divided in half: In the 22 km O-Zone area, there is now O-1 zone (development remains restricted, falling in the 1-in-25-year floodplain) and O-2 zone (controlled recreation areas like parks and greens).

  • Redeveloping old DDA Housing: There is now a policy that enables reconstruction of old two-story DDA housing units such as Naraina Vihar on individual plots.

  • Streamlining building approvals: Amendments to the Unified Building Bye-Laws 2016 get rid of the need for separate NOCs from DPCC, Chief Inspector of Factories, Delhi Jal Board, and the Forest Department.

  • More metro infrastructure: Land-use policy change for Metro Depot for Rithala-Kundli Corridor in Narela Sub-City.What Happens Next?

Important: DDA’s approval is not the final word. The plan now goes to the Ministry of Housing and Urban Affairs (MoHUA) for final approval and official notification. Only after that will MPD 2047 legally take effect.
